How to install footrests? The only way I can secure them...they are backwards, actual footrest on outside.

I purchased a Carex transport chair in 2019. I need a replacement rear wheel. After ordering from a 3rd party and from Carex, neither wheel was the same as the broken one. I don't know what to do next
