When I opened the box, I find the small wheels installed in the front of the unit but the pictures show the small wheels in the rear. Is that just how you ship it? I’m stumped? Help!!

The brake handles are not going into the locked position? We don't want to break the handles from too much force or pressure. We assembled according to the pictures. There are no instructions.
